World Wetlands Day (February 2) was celebrated this past week, and this much-needed focus on conservation of wetlands, ecosystems and water resources also found space in two pertinent #PlanetTalks sessions at IMPRI. Catch them in the "In case you missed it..." section of this newsletter!

Dr. Xuefei Ren suggests that China needs to open up more to non-state actors including private industries and civil society groups. India needs to empower local institutions such as municipal governments, and both countries could aim to move towards the middle of the spectrum to adopt a hybrid approach.

While highlighting complications in childcare arrangements, Prof Kyoko Kusakabe shared that childcare arrangement depends on the contested power structure that surrounds the migrant workers, and it is a result of reciprocity and obligation between migrating children and grandparents.

Dr A Amarender Reddy bats for a shift from an assured price to an assured income scheme. He suggestsed two alternatives, either a shift to a Price Deficiency Payment (PDP) system, or the modification of the insurance scheme, the PMFBY, which needs to cover the price risk in addition to the yield risk. - 'Can The Migrant Be Heard By Our Cities?' by Soumyadip Chattopadhyay and Arjun Kumar | Youth Ki Awaaz
Quoting Partha Chatterjee, Dr Ashima Sood shared that as the factories began to shoot up in the peripheries of the cities, the middle class in the cities began to envision their “postindustrial modern society” more closely. The people in these groups took on the ‘responsibility’ of getting rid of the cities/urban spaces of the so-called polluters and outsiders. It was since then that the urban spaces started to separate the spaces into two and the workers were no longer made a part of the urban spaces.

Dr Nipesh P. Narayanan opined that electoral politics have deliberately excluded a city from its agendas. Urban planning and development is a state issue since land falls under the state list as listed under the Constitution’s seventh schedule. However, national authorities have always formulated urban plans because the central government has been mobilizing the funds.

Prof Nasir Uddin pointed out that human civilization’s history is a history of migration, and citizenship should not be related to when individuals arrive in the country. Myanmar excluding Rohingyas from citizenship is a complete violation of Article 15 of the Universal Declaration of Human Rights.
